Zilla Parishad Confirms Appointment of 100 Contract Teachers as Permanent Special Educators

In a major step towards strengthening inclusive education, the Thane Zilla Parishad has issued permanent appointment orders to 100 subject teachers working under the Samagra Shiksha Abhiyan for special needs students. The orders were distributed on September 24, 2025, at the Zilla Parishad headquarters by Chief Executive Officer Rohan Ghughe, in the presence of Education Officer (Primary) Balasaheb Rakshe.

Background and Government Decision
To ensure quality education for differently-abled and special needs students, the Supreme Court’s Writ Petition No. 132/2016 directed the state government to regularize appointments. Accordingly, on October 8, 2024, the state sanctioned the creation of 4,860 posts of Special Teachers, ensuring one permanent special educator for every cluster school. Following this, the Commissioner of Education, Maharashtra, Pune, issued an order on June 11, 2025, enabling the adjustment of 37 district coordinators, special educators, and staff from municipal corporations including Brihanmumbai.

Implementation in Thane
As part of this initiative, 100 subject teachers from five talukas of Thane district have now been officially appointed as Permanent Special Teachers.

This decision is expected to provide consistent and quality education to students with disabilities and special needs in Thane district. It also gives fresh momentum to the Inclusive Education Programme, ensuring educational and medical support for such students on a long-term basis.
